Assembly Bill 1361 Banning Trucks on State Route 2 Passes Transportation Committee Unanimously
SACRAMENTO, CA – Today the Assembly Transportation Committee voted 14 - 0 in favor of AB 1361
authored by Assemblymember Anthony Portantino and co-authored by State Senator Carol Liu. If enacted, AB
1361 will ban trucks along State Route 2 between Big Pines Highway and I-210 in La Cañada Flintridge and place
a minimum fine of $1,000 on any individual violating the law.
AB 1361 cleared its first legislative hurdle less than one month after Angel Jorge Posca and his 12 year old
daughter, Angelina, were killed in a tragic accident when a semi-truck traveling down State Route 2 crashed into
their car before plowing into Flintridge Bookstore, located on Foothill Boulevard.
In response to the accident, Caltrans placed a 90-day moratorium on trucks along the route in order to allow the
Legislature time to craft and pass a permanent ban.
“I’m grateful that the committee recognized the urgent nature of this important piece of legislation,” said
Portantino. “We will continue to work with the City, Caltrans, and CHP to draft and pass a comprehensive bill that
protects the citizens and visitors of La Cañada Flintridge before the 90-day moratorium expires.”
Mayor Laura Olhasso of La Cañada-Flintridge, who was in Sacramento to testify on behalf of the bill, said “while
the circumstances are tragic, it’s reassuring to see our elected officials working so quickly to address this long
standing safety concern. The city is grateful to Assemblymember Portantino and Senator Liu for their work on AB
1361 and we look forward to seeing the bill signed into law by the Governor.”
AB 1361 will next be heard in the Assembly Appropriations Committee.
